Resumo: Based on the realization that people with visual impairments have been considered outside the standards historically accepted by society, and that current society is also responsible for maintaining the conservative and incoherent conception that the visually impaired person is incapable of being a subject autonomous, with full rights, it is understood that this vision permeates education. Thus, the inclusive education policy encounters obstacles to its implementation in the country's education system. This research aims to reflect on the participation of ACADEVI (Associação Cascavelense de Pessoas com Deficiência Visual), as a social movement, in the education of people with visual impairment, in their entry, stay and conclusion in higher education, in Cascavel and Toledo (PR), from 2000 to 2020, highlighting the role of Specialized Educational Assistance in this process, since it integrates the current educational policy. The method of historical-dialectical materialism underlies the research; the methodology includes qualitative research with bibliographic review and document analysis, in legislation, dissertations, theses, books and scientific articles; the application of a questionnaire to 16 blind people or people with reduced vision, who attended/are attending higher education constitutes the field research. Historical Cultural Psychology contributes with concepts about supercompensation, which can be achieved by people with disabilities, enabling autonomy in the direction of overcoming mystical and biological conceptions, and achieving social validity. ACADEVI, as a social movement, contributed/contributes to the human and social formation of its members and continues to fight for the permanence of the rights already conquered, through several clashes, and for the participation of people with disabilities to be increasingly expanded. in higher education and other social spaces. Assim, a política de educação inclusiva encontra entraves para sua implementação no sistema de ensino do país. A presente pesquisa objetiva refletir sobre a participação da ACADEVI (Associação Cascavelense de Pessoas com Deficiência Visual), enquanto um movimento social, na educação de pessoas com deficiência visual, no seu ingresso, permanência e conclusão no ensino superior, em Cascavel e Toledo (PR), de 2000 a 2020, destacando o papel do Atendimento Educacional Especializado nesse processo, uma vez que ele integra a política educacional vigente. O método do materialismo histórico-dialético embasa a pesquisa; a metodologia contempla pesquisa qualitativa com revisão bibliográfica e análise documental, em legislações, dissertações, teses, livros e artigos científicos; a aplicação de questionário para 16 pessoas cegas ou com visão reduzida, que cursaram/cursam o ensino superior constitui a pesquisa de campo. A Psicologia Histórico-Cultural contribui com conceitos sobre a supercompensação, a qual pode ser alcançada pela pessoa com deficiência, possibilitando autonomia na direção de superar as concepções mística e biológica, e alcançar a validade social. A ACADEVI, como movimento social, contribuiu/contribui na formação humana e social de seus associados e continua atuando na luta para permanência dos direitos já conquistados, por meio de vários embates, e para que se amplie cada vez mais a participação de pessoas com deficiência no ensino superior e em outros espaços sociais. A partir do estudo verificaram-se as condições que pessoas com deficiência visual tiveram/têm para estarem no espaço acadêmico e como enfrentaram/enfrentam o estudo na universidade.
