Foz do Iguaçu is widely recognized as home to a variety of ethnic groups. It’s a tripleborder city, sharing borders with Ciudad del Este in Paraguay and Puerto Iguazú in Argentina, where Spanish is the official language, along with Guarani in Paraguay. In 2002, the Municipal Secretary of Education of Foz do Iguaçu launched a “pilotproject” for foreign language teaching without considering the region’s linguistic and cultural characteristics. This project was implemented in several public schools and currently covers fifty units of Elementary School I (Ensino Fundamental I). In the first semester of that year, English was taught to Year 5 students in all municipal schools, and only in the second semester, Spanish was introduced to Year 1 to Year 3 students in full-day schools. Given this situation and considering that municipal schools enroll students from different Latin American countries, particularly from Paraguay, we recognize that teaching Spanish is fundamental to the local context. Therefore, we propose this research. Given the city’s educational landscape, which frequently welcomes Spanish-speaking students, this study aims to answer the following question: How is the implementation of foreign languages being carried out in the Foz do Iguacu Municipality network? The methodology will include both documentary and field research, using a qualitative approach. The general objective is to understand the process of implementing Spanish Language instruction in the municipal schools of Foz do Iguaçu. The specific objectives are as follows: analyzing linguistic policies related to foreign language teaching in the context of Foz do Iguacu, with a focus of understanding their foundations, guidelines and local impacts; studying teachers’ insights and practices at pilot schools regarding the implementation of the Spanish Language teaching proposal; exploring the role and perspectives of the Municipal Secretary of Education ( SMED) in the development and execution of these policies, and evaluating the official documents supporting the proposal for implementing foreign language teaching.
