The general objective of this research was to analyze how women in the management of city halls in Rio Grande do Sul act with a view to developing smart actions for these cities. The specific objectives were: to present an overview of female management in the municipalities of Rio Grande do Sul; to verify actions developed in cities led by women that can be identified as proposals for smart cities; to analyze how active mayors understand the need to develop cities from a smart city perspective. The research subjects were female mayors from Rio Grande do Sul with mandates from 2021 to 2024 and 2025 to 2028. The concomitant triangulation method strategy was followed to develop the research. Data were collected through questionnaires applied to municipal managers, documentary analysis of 59 government plans, and semi-structured interviews with three mayors. The results indicate that, in addition to technologies, smart cities are understood as environments that require innovation in management, the ability to solve everyday problems, and articulation between basic public policies and development strategies. The interviewees also reported prejudices and violence associated with gender, demonstrating that gender equality in politics is still a structural challenge that is reflected beyond the results of the polls, in the daily management. As a contribution, the study proposes the need for public policies that occur simultaneously with the digital transformation in cities and guarantee real conditions of equality for women in decision-making positions. For future studies, it is suggested that this research be conducted comparing it with male management and expanding it to a national level.
