This technical report, presented to the Postgraduate Program in Public Policies – Professional Master's Degree of the Federal University of Pampa, deals with the implementation of the Elderly Statute in the municipality of São Borja-RS, presenting as an alternative the elaboration of an informative booklet as an instrument of democratization of the right. Its general objective was to develop an educational booklet aimed at the elderly, linked to the municipality of São Borja, to disseminate the Elderly Statute considering the lack of policies for implementing said statute in the municipality and as specific objectives to define the contents, identifying and selecting chapters, articles, details and most relevant subjects, covering health, safety, among others, that meet the demand of São Borja-RS, as well as to develop the graphic design of the booklet, creating the printed and digital educational material, accessible, attractive, adapted to the cognitive and communication characteristics of the elderly, including design, language, illustrations and format. The methodology used a mixed approach, considering the collection and qualitative analysis of quantitative data and the quantitative analysis of qualitative data, using the applied hermeneutic method, based on documentary analysis and interpretation, as well as the historical method, with analysis of historical documents, legislation and official records to understand social, political, economic and other issues that impacted and gave rise to the need for public policies to disseminate the statute. The research technique used was the application of questionnaires that identified with greater precision the public problem and recurring violations committed against the elderly in the municipality, culminating in the production of the booklet with public funding and the researcher's own resources and subsequent distribution to the researched agencies, Unipampa and interested parties.
