Implementação do proeja no IFSP: limites e contradições

Resumo: This research is linked to the research line 1. Public Policies in Education, Educational Practices and Diversity of the Master's Program in Education of Universidade do Oeste Paulista (Unoeste). The theme of the study consists of the areas of Vocational Education and Youth and Adult Education, linked to the concept of polytechnics. The object of study, in this sense, is the implementation process of the National Program of Integration of Professional Education with Basic Education in the Mode of Young and Adults of Education (Proeja) in the context of the Federal Institute of Education Science and Technology of São Paulo (IFSP). Proeja has, among its precepts, the promotion of the educational and social inclusion of young people and adults previously excluded from the educational process. The main objective was to identify and analyze the challenges, limits and contradictions of the Proeja implementation process in the IFSP. It is a qualitative research, with contribution of collection instrument and quantitative analysis. As methodological procedures, we used documentary analysis, electronic questionnaire application and semi-structured interview. The electronic questionnaire was answered by 21 IFSP camp leaders and the semi-structured interviews were conducted with 3 IFSP camp leaders. The categories generated from the triangulation between theory and documentary analysis, charts organized from the electronic questionnaire and record of the interviews were: the training of IFSP leaders; the administrative and budgetary realities of the Institute; and, the lack of implementation and consolidation of Proeja in the Institution. It was evidenced that the leaders face structural, organizational and pedagogical difficulties for the characterization and implementation of Proeja. It was possible to demonstrate that, in the training of the IFSP leaders, a program of continuing pedagogical and administrative training is necessary. With regard to the administrative and budgetary realities of the Institute, it is necessary to structure support mechanisms for democratic and participatory management and a significant contribution in the budget lines. And, in order to give support to the implementation and consolidation of Proeja in the IFSP, it can be affirmed that the numerous challenges that lie ahead are aimed at guaranteeing the right of workers to return to a quality schooling process.

A temática que envolve o estudo realizado compõe as áreas de Educação Profissional e Educação de Jovens e Adultos, vinculada ao conceito de politecnia. O objeto de estudo, nesse sentido, foi o processo de implementação do Programa Nacional de Integração da Educação Profissional com a Educação Básica na Modalidade de Educação de Jovens e Adultos (Proeja) no contexto do Instituto Federal de Educação Ciência e Tecnologia de São Paulo (IFSP). O Proeja tem, entre seus preceitos balizadores, a promoção da inclusão educacional e social de jovens e adultos anteriormente excluídos do processo educacional. O objetivo principal foi identificar e analisar os desafios, os limites e as contradições do processo de implementação do Proeja no IFSP. Tratase de uma pesquisa qualitativa, com aporte de instrumento de coleta e análise quantitativo. Como procedimentos metodológicos, utilizamos análise documental, aplicação de questionário eletrônico e entrevista semiestruturada. O questionário eletrônico foi respondido por 21 dirigentes dos campi do IFSP e as entrevistas semiestruturadas foram realizadas com 3 dirigentes de campi do IFSP. As categorias geradas a partir da triangulação entre a teoria e a análise documental, gráficos organizados a partir do questionário eletrônico e registro das entrevistas foram: a formação dos dirigentes do IFSP; a realidade administrativa e orçamentária do Instituto; e a ausência da implementação e consolidação do Proeja na Instituição. Evidenciou-se que os dirigentes enfrentam dificuldades estruturais, organizacionais e pedagógicas para a caracterização e implementação do Proeja. Foi possível demonstrar que, na formação dos dirigentes do IFSP, faz-se necessário um programa de formação continuada pedagógico e administrativo. Com relação à realidade administrativa e orçamentária do Instituto, é preciso que se estruture mecanismos de suporte para a gestão democrática e participativa e um significativo aporte nas rubricas orçamentárias.
