The present research aims to get an inventory of the below-structure and of alterations in the use of the soil, in the expansion and in the urban circulation of the city of São Sebastião do Caí with the duplication of highway RS 122. It identifies, through evaluations of the occupation of the territory, the pertinent legislation and the existing projects, the impacts of this road workmanship in the city, whose local urban planning is found incipient. The current urban legislation is applied since 1982, with posterior alterations. The subject of this case study research is very important by its localization, between the Metropolitan Region of Porto Alegre and the Northeast Urban Agglomeration, in the medium lane of the main industrial axis of the State of Rio Grande do Sul. In these regions more than one third of the population and two third of the state s Gross Industrial Project are concentrated. In the headquarters of the city of São Sebastião do Caí, the execution of a variant in the tracing of the old highway allows the urban expansion, since natural barriers hindered such condition. The duplication and the new tracing of highway RS-122 provoke changes in the occupation, in the use of the soil, in the mobility and in the urban circulation, in the linked roads and highways, whose alterations suggest revisions, not only in the pertinent legislation, but also in a dynamics of current planning. The subject deals with a process, in constant feedback, whose actions self interrelate and must periodically be analyzed in the planning of the city. The study recommends subsidies for the urban planning of São Sebastião do Caí whose results can be used in other similar situations
