Throughout this work, topics related to coronelism are addressed, with an emphasis on the municipality of Passo Fundo. Coronelismo was a phenomenon that had its origins in the empire and experienced its peak in the First Republic 1889-1930. Its system, which involved conspiracies, vote buying, relationships of reciprocity and complicity, in addition to violence, formation of electoral corrals and fraud in elections, are addressed throughout this dissertation, mainly and in a more consistent and in-depth way in Passo Fundo. The dominance of the PRR (Rio Grandense Republican Party) was consolidated after the end of the 1893-1895 civil war in Rio Grande do Sul, firstly the state government and the PRR party, under the leadership of Julio de Castilhos and then under the command of Borges de Medeiros. The latter was responsible for transforming the PRR into an administrative machine, transforming central institutions such as the police and justice as government apparatuses. In Passo Fundo Gervásio Annes was the great figure of the PRR from 1889 to 1917, the year of his death. Gervásio managed to unify the party around his personality, even though he had to face interference from colonels from other municipalities. With his death, the party divided into two wings, one linked to Nicolau Vergueiro and the other associated with Pedro Lopes de Oliveira. This dispute involves newspapers, politicians, prosecutors, judges, local and regional police officers who became involved in this dispute, supporting one of these actors. In 1920 Vergueiro won the dispute, but the PRR's dominance in Passo Fundo remained unstable due to the civil war of 1923, the actions of the tenentista movement and, in a way, ended with the revolution of 1930.
