Comissão de Integração Ensino Serviço : ações estratégias para a saúde do idoso ao nível municipal

It is analyzed, in this dissertation, the representation of the Teaching-Service Integration Commission (CIES) members with respect to the actions for the health of the elderly. The goal of this work is to identify the knowledge of the representatives of CIES about the guidelines and strategic actions for the health of the elderly with basis on the municipal health plan. To achieve this goal, a descriptive/exploratory study was performed. For data collection, detailed search was done in the municipal health plans (PMS) and semi-structured interviews were recorded, transcribed and later erased with 39 participants of 25 municipalities which are a part of CIES Teaching-Service Integration Commission of the West End Macro-region II of Santa Catarina State, thirteen of which are workers of SUS Single Health System, nine are SUS managers, seven are education managers and ten are representatives of social control. Through the analysis of the content of the recorded speeches and documentary analysis, it is observed that a great part of the research participants is oblivious to the PMS (municipal health plan) of their municipalities and those who claim to know it, are oblivious to its content. It is also noticed that a great part of the PMS do not contemplate actions for the health of the elderly and, when contemplated these are not effected in practice by health teams, according to reports of the study s participants. Being the representatives of this commission responsible for proposing the actions of Permanent Education for the region, it is clear that the elderly health isn t yet being prioritized in the forums for discussion, and it isn t being contemplated in the occasions of local planning. Finally, it is worth highlighting that despite the countless initiatives for prioritizing elderly health aimed at professional qualification for the promotion of active and healthy aging, this study shows that the consolidation of the public policies aimed at the elderly are not yet visualized as a necessity at a local level.
