This is a study on the composition of the urban fabric of Teresina, the way has given its model of occupation and land use when in the operation of housing policies. Discusses the urban and low-density dispersion featuring strongly this process. The current public policies that seek to meet the demand for housing, have led to dysfunctional urban sprawl with socio-spatial interdependence, the building consent of large housing estates in regions more distant from the consolidated city. And thus creates distinct areas within the urban fabric. These housing even constitute an equivalent population and often even superior, to most cities in the state; a process where large construction companies and developers assumed the central role in the national housing policy became the main actors of this market by requiring housing policy of the city of Teresina are linked to the housing market in order to reconcile public and private interests and why not say, political interests. Such a framework is generating a big problem, is for the community, when that methodology does create a pattern of excluding urbanization (or dispersed) with lack of services and infrastructure, either for the city because it is seen grappling with administrative, structural, environmental and financial, because those projects disrespects planned and hurt the political and social principles established for the expansion of the city.
