This work is the result of a professional experience at the Diadema City Hall, where it has been possible to get to know the Diadema s downtown and the centre of neghbourhood and their dynamics since 2002. Its formation and development are related to the process of the country industrialization. The consequence of this process for Diadema city was the irregular territory occupation from populations with low purchasing power in a large scale. And this gives some particular characteristics to these downtowns, such as the dependence on. In recent years, ahead of the process of productive reorganization the municipal government has argued about the downtown and centre of neighbourhood development, with the perspective to integrate them as significant economics activities in the city. With this, the objective of this work is to analyze the formation process of these downtowns and the dependence for great downtowns, in a perspective of forming an independent downtown. Moreover, we will check the performance of the municipal government in the structuralization of these areas during the urban development of the Diadema City.
