Resumo: Objective of the work: Develop improvement proposals for the qualification process of Cemig's material suppliers. The focus is on the planning stage of the PDCA cycle (Plan, Do, Check, Act) which constitutes the diagnosis of the current situation, advancing to the implementation stage of the action plans elaborated according to the logic of implementation of actions and feasibility within the research deadline. Methodology: This research used qualitative evaluation techniques since the information, data and evidence were submitted to descriptions, understandings, interpretations and analysis that occurred simultaneously with data collection. As for the strategy, it is classified as an action research that had as characteristic the planned action on detected problems. The process approach directed the research that was conducted according to the PDCA method of process improvement. The research also included the use of quality tools and data and information collection through participant observation, qualitative interview, focus group and document analysis. Results: Improvement proposals were developed for the management and control of the qualification process of Cemig's material suppliers through action plans for problem solving and proposals for redesign of the processes studied. Among the results obtained are: i) the simplification and standardization of processes with the creation of instructions and procedures including the objective definition of responsibilities; (ii) the reduction of rework; (iii) the provision and sending of assertive information to suppliers; (iv) the measurement and monitoring of the performance of processes and executors; (v) data-driven management vision and consequent decision-making capability; (vi) balancing the workload between executors; (vii) the reduction of service deadlines; (viii) the definition of a structure of indicators for measuring the performance of suppliers and their resources for operationalization; (ix) the impetus in the implementation of a new model of maintaining the pre-qualified supplier base through systematic feedback of performance; (x) the creation of a framework for continuous improvement as part of the management of the day-to-day work routine of the processes. Practical implications: This research is a reference for the diagnosis and remodeling of business processes, especially those related to supplier management. The practical implications reach: (i) public companies, through an example of remodeling the qualification process of suppliers in the context of public administration; (ii) companies and professionals in the electricity sector interested in promoting improvements in business processes, from examples of application of analysis and problem solving techniques using quality tools, mapping and process modeling;(iii) national electricity sector that, from the continuous improvement of supplier management processes of electric utilities , will be able to print improvement in the performance of the material supplier market. Originality and Contributions: This work has as main academic contribution the confirmation of the complementarity of the use of modeling techniques and root cause analysis of problems in the diagnosis of processes, as well as the use of this diagnosis as an input for the planning stage in the application of the PDCA method of process improvement. The research innovates in bringing this model of process improvement to the electricity sector in the context of a public company with implications for maintaining a qualified supplier base.

Metodologia: Esta pesquisa se utilizou de técnicas de avaliação qualitativa uma vez que as informações, dados e evidências foram submetidos a descrições, compreensões, interpretações e análise que ocorreram simultaneamente à coleta dos dados. Quanto a estratégia é classificada como pesquisa-ação que teve como característica a ação planejada sobre problemas detectados. A abordagem de processo direcionou a pesquisa que foi conduzida segundo o método PDCA de melhoria de processos. A pesquisa contou ainda com a utilização de ferramentas da qualidade e coleta de dados e informações através da observação participante, entrevista qualitativa, grupo focal e análise de documentos. Resultados: Foram desenvolvidas propostas de melhoria para o gerenciamento e controle do processo de qualificação de fornecedores de materiais da Cemig através de planos de ação para solução de problemas e de propostas de redesenho dos processos estudados. Dentre os resultados obtidos se destacam: i) a simplificação e padronização dos processos com a criação de instruções e procedimentos incluindo a definição objetiva de responsabilidades; (ii) a redução de retrabalhos; (iii) a disponibilização e envio de informações assertivas aos fornecedores; (iv) a medição e monitoramento do desempenho dos processos e dos executores; (v) a visão gerencial baseada em dados e consequente capacidade de tomada de decisões; (vi) o balanceamento da carga de trabalho entre executores; (vii) a redução de prazos de atendimento; (viii) a definição de uma estrutura de indicadores para a medição do desempenho de fornecedores e respectivos recursos para operacionalização; (ix) o impulso na implantação de um novo modelo de manutenção da base de fornecedores pré-qualificados através da realimentação sistemática do desempenho; (x) a criação de um referencial para a melhoria contínua como parte do gerenciamento da rotina de trabalho do dia a dia dos processos. Implicações práticas: Esta pesquisa constitui uma referência para o diagnóstico e remodelagem de processos empresariais, especialmente os relacionados à gestão de fornecedores. As implicações práticas atingem: (i) empresas públicas, mediante um exemplo de remodelagem do processo de qualificação de fornecedores no contexto da administração pública; (ii) empresas e profissionais do setor elétrico interessados em promover melhorias em processos empresariais, a partir de exemplos de aplicação de técnicas de análise e solução de problemas utilizando ferramentas da qualidade, mapeamento e modelagem de processos;(iii) setor elétrico nacional que, a partir da melhoria contínua dos processos de gestão de fornecedores das concessionárias de energia elétrica, terá capacidade de imprimir melhoria no desempenho do mercado fornecedor de materiais. Originalidade e Contribuições: Este trabalho tem como principal contribuição acadêmica a confirmação da complementariedade do emprego de técnicas de modelagem e de análise de causa raiz de problemas no diagnóstico de processos, bem como e a utilização deste diagnóstico como insumo para a etapa de planejamento na aplicação do método PDCA de melhoria de processos.
