This dissertation presents the role of the Central Bank of Brazil (BACEN) compared to the country’s economy and explores the theme of economic regulation, analyzing how that institution contributes to the economic development and social well-being, by ensuring stability prices, full employment, disinflation, among other actions. Therefore, it reports, at first, the origin of the economic formation in Brazil and the history of the National Financial System, indicating their relevance to economic development, with the concern that financial institutions become more secure. Then, it study, specifically, the Central Bank, after making a brief outline of the Central Banks of other countries, revealing its origin and highlighting its legitimate role and the tools used for the implementation of monetary and credit policies. The dissertation approaches, also, succinctly, the conflict of powers between the Central Bank and the Administrative Council for Economic Defense (CADE), explaining to which the relevant tasks to each agency in order to resolve the possible existence of impasse between the defense competition and the protection of the safety and soundness of the Financial System. Finally, it focuses effectively on the economic regulation of the country, revealing how the Central Bank, through this mechanism, may contribute to the economic and social development, analyzing the stability of prices, currency stabilization and full employment. With regard in particular to full employment, it is clear, throughout the study, that this principle requires of the State a number of public policies aimed at job creation, so it is necessary that the state entity begins to develop policies and regulate business activity, preventing the abuse of economic power.
