Resumo: This research consists in acknowledging the growth of the city through viaducts and bridges, transposing the natural barriers imposed by the territory of the city of São Paulo, as well as analyzing the resulting spaces under these structures, here cal led Underpass Viaducts, recognizing the processes of development and management of initiatives and the interferences generated in the region where road structures were inserted. The city of São Paulo grew, many roads were changed, but the different levels of the city needed to be overcome, resulting in urban interventions responsible for the emergence of viaducts. São Paulo, known as the city of viaducts, currently counts 184 viaducts and bridges, of which 145 are viaducts. The question regar ding the occupation of these residual spaces, under the viaducts of the city of São Paulo arises from the finding that the neighborhoods located in their surroundings, when they receive the infrastructure, after, their meshes are consolidated, develop a process of deterioration. In these places, activities not sanctioned by the public authorities are usually carried out, in addition to providing shelter for a homeless population. This social reality, experienced by large Brazilian cities contributes to the emergence of derelict places, inhibitors of the flow and permanence of the inhabitants of the city. The context in which the thesis is included brings a difficult reality, both for understanding and approaching. This characteristic of the viaduct shallows of São Paulo is very different from those found in European cities. The projects developed for these cities are far different from those implemented in our country. In this inves tigation we seek to understand the possibilities of urbanity in these spaces, unders tanding how successful initiatives are managed, as well as the existing dynamics in the processes. As objective, we try to highlight the potentiality of occupation of these shallows and, from it, recognize this urbanity, through the identification of the main attributes of quality. The analysis should reveal from the attributes, the main urban elements responsible for qualifying these spaces, developing a foundation for the formulation of projects and public policies to contribute to the integration of the highways to the rest of the city. The research was split in three parts, in the first are the methodological procedures used, such as the study of the urban morphology of the city of São Paulo, evaluation of the urbanity of viaduct depths, perception of the population about these areas through a questionnaire, recognition of the potentialities of viaduct shallows, with evaluation of strengths and weaknesses, opportunities and threats, and testimonies of actors who already develop activities in these spaces. In the second part of the research, we have the theoretical processes, with a global approach on urban mobility infras tructures and cases of areas of the referential viaduct shallows, illustrating the most frequent urbanity attributes in these locations and the strategies used to reach them. In the third and final part, there are the case studies, with a sampling of all the viaducts of São Paulo, to recognize the potentialities and the best initiatives for the management of these spaces, exposing strategies of the public authorities and local actors.

La ciudad de São Paulo creció y muchas carreteras se cambiaron, pero los diferentes niveles de la ciudad necesitaban superar se, lo que resultó en intervenciones urbanas y la aparición de viaductos. São Paulo, conocida como la ciudad de los viaductos, cuenta actualmente con 184 viaductos y puentes, de los cuales 145 son viaductos. La cuestión relativa a la ocupación de estos espacios residuales, bajo los viaductos de la ciudad surge de la constatación de que los barrios vecinos, cuando reciben la infraestructura, después de consolidar sus mallas, desarrollan un proceso de deterioro. En estos espacios, las actividades no autorizadas por las autoridades se llevan a cabo generalmente, además de proporcionar refugio a una población sin hogar. Esta realidad social, experimentada por las grandes ciudades brasileñas contribuye al surgimiento de lugares descalificados, inhibidores del flujo y permanencia de los habitantes de la ciudad. El contexto en el que se incluye la tesis trae una realidad difícil, tanto para la com prensión como para el enfoque. Esta característica de la realidad de las áreas debajo de los viaductos de Sao Paulo es muy diferente de las que se encuentran en las ciuda des europeas. Los proyectos desarrollados para estas ciudades están lejos de los que se practican en Brasil. En esta investigación buscamos comprender la posible urbanidad en estos espacios, investigando cómo se gestionan las iniciativas exitosas, así como la dinámica existente en los procesos. Como objetivo, tratamos de destacar la potencialidad de ocupación de estas áreas y, a partir de ella, reconocer esta urbanidad, a través de la identificación de los principales atributos de calidad. El análisis debe revelar a partir de los atributos, los principales elementos urbanos responsables de la calificación de estos espacios, desarrollando una base para la formulación de proyectos y políticas públicas con el fin de contribuir a la integración de las carreteras al resto de la ciudad. La investigación se dividió en partes, en la primera se encuentran los procedimien tos metodológicos utilizados, como el estudio de la morfología urbana de la ciudad de Sao Paulo, la evaluación de la urbanidad de la áreas debajo de los viaductos, la per cepción de la población sobre estas áreas, a través de un cuestionario, el reconocimiento de las potencialidades, con evaluación de fortalezas y debilidades, oportunidades y amenazas, y testimonios de actores que ya desarrollan actividades en estos espacios. En la segunda parte de la investigación, contamos con los procesos teóricos, con un enfoque global sobre infraestructuras de movilidad urbana y casos referenciales de ocupaciones debajo de viaductos, ilustrando los atributos urbanísticos más frecuentes en estos lugares y las estrategias utilizadas para llegar a ellas. En la tercera y última parte, están los estudios de caso, con una muestra de los viaductos de Sao Paulo, con el fin de reconocer las potencialidades y las mejores iniciativas para la gestión de estos espacios, exponiendo estrategias de las autoridades y actores locales.Esta investigação consiste em reconhecer o crescimento da cidade por meio dos viadutos e pontes, transpondo as barreiras naturais im postas pelo território da cidade de São Paulo, assim como analisar os espaços resultantes sob estas estruturas, denominados aqui de Baixios de Viaduto, reconhecendo os processos de desenvolvimento e gestão das iniciativas e as interferências geradas na região onde foram inseridas as estruturas viárias. A cidade de São Paulo cresceu, muitos caminhos foram alterados, mas os diferentes níveis da cidade necessitavam ser ven cidos, resultando em intervenções urbanas responsáveis pelo surgimento dos viadutos. São Paulo, conhecida como a cidade dos viadutos, con tabiliza atualmente 184 viadutos e pontes, sendo que destes, 145 são viadutos. A questão referente à ocupação destes espaços residuais, sob os viadutos da cidade de São Paulo surge da constatação que os bairros situados em seu entorno, quando recebem as infraestruturas, depois que suas malhas estão consolidadas, desenvolvem um processo de deteriora ção. Nestes lugares normalmente são desenvolvidas atividades não au torizadas pelo poder público, além de fornecerem abrigo para uma po pulação em situação de rua. Esta realidade social, vivida pelas grandes cidades brasileiras contribui para surgimento de locais desqualificados, inibidores do fluxo e permanência dos habitantes da cidade. O contexto em que a tese se insere traz uma realidade difícil, tanto para entendimento, quanto para abordagem. Esta característica dos bai xios de viaduto paulistanos é muito distinta das encontradas nas cidades europeias. Os projetos desenvolvidos para estas cidades não contemplam estão distantes daquelas praticadas em nosso país. Nesta investigação buscamos o entendimento da possível urbanidade nesses espaços, en tendendo como são geridas as iniciativas bem sucedidas, assim como as dinâmicas existentes nos processos. Como objetivo procura-se destacar a potencialidade de ocupação desses baixios e, a partir dela, reconhecer esta urbanidade, por meio da identificação dos principais atributos de qualidade. A análise deve revelar a partir dos atributos, os principais ele mentos urbanos responsáveis por qualificar estes espaços, desenvolvendo um embasamento para a formulação de projetos e políticas públicas no sentido de contribuir para integração dos baixios de viadutos ao restante da cidade. A pesquisa foi dividida em partes, na primeira estão os procedimen tos metodológicos utilizados, como o estudo da morfologia urbana da cidade de São Paulo, avaliação da urbanidade dos baixios de viaduto, percepção da população acerca destas áreas mediante questionário, re conhecimento das potencialidades dos baixios de viaduto, com avalia ção de forças e fraquezas, oportunidades e ameaças, e depoimentos de atores que já desenvolvem atividades nestes espaços. Na segunda parte da pesquisa, temos os processos teóricos, com uma abordagem global acerca das infraestruturas de mobilidade urbana e casos de áreas dos baixios de viaduto referenciais, ilustrando os atributos de urbanidade mais frequentes nestes locais e as estratégias utilizadas para alcançá-los. Na terceira e última parte, estão os estudos de caso, com uma amostra gem da totalidade dos viadutos de São Paulo, de modo a reconhecer as potencialidades e as melhores iniciativas para gestão destes description This research consists in acknowledging the growth of the city through viaducts and bridges, transposing the natural barriers imposed by the territory of the city of São Paulo, as well as analyzing the resulting spaces under these structures, here cal led Underpass Viaducts, recognizing the processes of development and management of initiatives and the interferences generated in the region where road structures were inserted. The city of São Paulo grew, many roads were changed, but the different levels of the city needed to be overcome, resulting in urban interventions responsible for the emergence of viaducts. São Paulo, known as the city of viaducts, currently counts 184 viaducts and bridges, of which 145 are viaducts. The question regar ding the occupation of these residual spaces, under the viaducts of the city of São Paulo arises from the finding that the neighborhoods located in their surroundings, when they receive the infrastructure, after, their meshes are consolidated, develop a process of deterioration. In these places, activities not sanctioned by the public authorities are usually carried out, in addition to providing shelter for a homeless population. This social reality, experienced by large Brazilian cities contributes to the emergence of derelict places, inhibitors of the flow and permanence of the inhabitants of the city. The context in which the thesis is included brings a difficult reality, both for understanding and approaching. This characteristic of the viaduct shallows of São Paulo is very different from those found in European cities. The projects developed for these cities are far different from those implemented in our country. In this inves tigation we seek to understand the possibilities of urbanity in these spaces, unders tanding how successful initiatives are managed, as well as the existing dynamics in the processes. As objective, we try to highlight the potentiality of occupation of these shallows and, from it, recognize this urbanity, through the identification of the main attributes of quality. The analysis should reveal from the attributes, the main urban elements responsible for qualifying these spaces, developing a foundation for the formulation of projects and public policies to contribute to the integration of the highways to the rest of the city. The research was split in three parts, in the first are the methodological procedures used, such as the study of the urban morphology of the city of São Paulo, evaluation of the urbanity of viaduct depths, perception of the population about these areas through a questionnaire, recognition of the potentialities of viaduct shallows, with evaluation of strengths and weaknesses, opportunities and threats, and testimonies of actors who already develop activities in these spaces. In the second part of the research, we have the theoretical processes, with a global approach on urban mobility infras tructures and cases of areas of the referential viaduct shallows, illustrating the most frequent urbanity attributes in these locations and the strategies used to reach them. In the third and final part, there are the case studies, with a sampling of all the viaducts of São Paulo, to recognize the potentialities and the best initiatives for the management of these spaces, exposing strategies of the public authorities and local actors.
