Resumo: This study aims to evaluate the effectiveness of comprehensive education program PE of state government in the state technical schools. It is based on the concepts of strategic planning and balanced scorecard. From a contemporary perspective, this research refers to changing perceptions in the public with respect to education. The need to renew, linked to the speed at which globalization interfere on the floor of organizations, both private and public, are increasingly present to meet the social demands and modernize the management model adopted by them. In this context, the bureaucratic management model was no longer enough. Public organizations have the need to reduce their spending because of the shortage of financial resources and assess their performance through indicators. Thus created a new management model called New Public Management. The methodology used was based on qualitative approach exploratory using the method of multiple case study research. Data collection was performed through documentary research instruments, direct observation and semi-structured interviews through structured questionnaires within the Balanced Scorecard perspectives. Applied on a 24 sample (twenty four) students, sixteen (16) teachers and administrators, and six (6) Managers, distributed among the four (4) technical schools linked to Regional-Forest Management Centre of Pernambuco as well as in Executive Professional Education Department, who were the objects of study of this research. Empirical data express that human resources realize day by day that the management model, with foundations on the Balanced Scorecard - BSC, adopted by the State Government is having effectiveness in society. Beyond perception, the survey findings also show that BSC adapted to the reality of public organizations becomes an excellent tool for managers to achieve desired results in strategic planning.

Está fundamentado nos conceitos do planejamento estratégico e Balanced Scorecard. Em uma perspectiva contemporânea, essa pesquisa refere-se à mudança de percepção no âmbito público com relação à educação. A necessidade de se renovar, atrelada à velocidade em que a globalização interfere no andar das organizações, tanto privadas quanto públicas, está cada vez mais presente para atender as demandas sociais e modernizar o modelo de gestão adotado por elas. Nesse contexto, o modelo de administração burocrática não era mais suficiente. As organizações públicas tinham a necessidade de diminuir as suas despesas devido à escassez de recursos financeiros e avaliar seus desempenhos por meio de indicadores. Assim, criou-se um novo modelo de gestão chamando de Nova Gestão Pública. A metodologia utilizada baseou-se em abordagem qualitativa de caráter exploratório utilizando-se do método de pesquisa de estudo de casos múltiplos. A coleta de dados foi executada através dos instrumentos de pesquisa documental, observação direta e de entrevistas semiestruturadas por meio da aplicação de questionários estruturados dentro das perspectivas do Balanced Scorecard. Aplicados em uma amostragem de 24 (vinte e quatro) discentes, 16 (dezesseis) docentes e funcionários administrativos, e 6 (seis) Gestores, distribuídos entre as 4 (quatro) escolas técnicas ligadas a Gerência Regional-Mata Centro de Pernambuco como também na Secretaria Executiva de Educação Profissional, que foram os objetos de estudo da presente pesquisa. Os dados empíricos expressam que os recursos humanos percebem no dia a dia que o modelo de gestão, com fundamentos no Balanced Scorecard – BSC, adotado pelo Governo do Estado está tendo efetividade na sociedade.
