Toward inclusive and sustainable water and sanitation access: an affordability perspective

Resumo: Access to water supply and sanitation services is fundamental to sustainable development, public health, and economic equity. Despite global initiatives to universalize WSS access, significant disparities persist, particularly in low- and middle-income countries, driven by financial constraints, governance challenges, and infrastructure deficiencies. This study critically examines affordability in the WSS sector, proposing actionable strategies for stakeholders to integrate affordability analyses into their decision-making processes. The research identifies the shortcomings of conventional affordability metrics and introduces a multidimensional framework for more precise and inclusive assessments. Focusing on Brazil as a case study, the research provides a comprehensive examination of current affordability, and also the potential impact on affordability of the first water auctions, national performance targets, and legislation on social tariffs, in order to demonstrate that all stakeholders have a critical role on guarantee WSS affordable services. Brazil\'s recent privatization efforts illustrates challenges like uneven rural and urban access and the socio-economic impacts of high auction prices on vulnerable households. Key findings reveal that affordability issues disproportionately affect low-income groups, often overlooked in average-income-based analyses. The study also reveals that tariffs alone may be insufficient to simultaneously sustain and make services affordable, especially if the reliance is exclusively on cross-subsidization. This research advocates for a proactive approach, emphasizing that all stakeholders have the opportunity - and responsibility - to incorporate affordability analyses into their decision-making processes. The study emphasizes the importance of collaboration between governments, utilities, and regulators to ensure equitable access while preserving financial viability. By offering practical insights into subsidy design and affordability-centered governance, this study contributes to global WSS policy discussions, fostering greater inclusivity and alignment with human rights standards.

Apesar das iniciativas globais para universalizar o acesso a estes serviços, persistem disparidades significativas, especialmente em países de baixa e média renda, impulsionadas por restrições financeiras, desafios de governança e deficiências na infraestrutura. Este estudo analisa criticamente a acessibilidade financeira no setor de água e saneamento, propondo estratégias para que os stakeholders integrem análises de acessibilidade em seus processos de tomada de decisão. A pesquisa identifica as limitações dos indicadores convencionais de acessibilidade econômica e introduz um framework multidimensional para avaliações mais precisas e inclusivas. Com foco no Brasil como estudo de caso, a pesquisa oferece uma análise abrangente da acessibilidade econômica atual e dos possíveis impactos das primeiras concessões de água, das metas nacionais de desempenho e da legislação sobre tarifas sociais. O objetivo é demonstrar que todos os stakeholders desempenham um papel essencial na garantia de serviços de água e saneamento acessíveis. Os recentes esforços de privatização no Brasil ilustram desafios como o acesso desigual entre áreas urbanas e rurais e os impactos socioeconômicos dos altos preços das outorgas sobre as famílias vulneráveis. As principais conclusões revelam que os problemas de acessibilidade afetam desproporcionalmente os grupos de baixa renda, frequentemente negligenciados em análises baseadas na renda média. O estudo também aponta que ajustes tarifários isolados podem ser insuficientes para garantir simultaneamente a sustentabilidade financeira e a acessibilidade dos serviços, especialmente quando há uma dependência exclusiva de modelos de subsídios cruzados. Esta pesquisa defende uma abordagem proativa, enfatizando que todos os stakeholders têm a oportunidade - e a responsabilidade - de incorporar análises de acessibilidade econômica em seus processos decisórios. O estudo destaca a importância da colaboração entre governos, prestadores de serviços e órgãos reguladores para garantir um acesso equitativo sem comprometer a viabilidade financeira do setor.
