This work presents the real estate offices as an urban planning instrument. For this, it presents the following problem, from the 9 (nine) Curitiba real estate records: the public power, especially the municipality, uses the potential of the information stored in the real estate offices and uses them as an instrument of planning and urban governance and/or public policy? Or, on the contrary, does the municipality act as a secondary player in the real estate market, relegating the design of the city to the market and its commercial interests? In this sense, the applicability of the information contained in the real estate records is evaluated, in the mapping of territorial vulnerability and control of the design of the city. The informational repository of real estate districts is conceived as an important urban planning and governance tool. The research method used in this dissertation is qualitative, through bibliographic, documentary and legislative research. In this sense, there is an inductive analysis, in which the researcher’s subjectivity predominates. The work starts from urban theories and has as its main theoretical instruments those that present the formal and informal city, compact and diffuse. In this way, the work starts from the premise that the real estate offices must be related to a national computerized system and integrated with the state patrimonial control bodies. At first, they are addressed as legislative and administrative initiatives on the subject. Then, the social function of the city and the state urban guidelines are discussed, with an eminently legal focus. Subsequently, urban planning comes into the picture, with the approach of the dichotomy between the formal and the informal city and what are their reflexes in the design of the city and in the lives of its citizens. Finally, a case study is prepared with the 9 (nine) real estate districts of Curitiba/PR and how the data and form of action of the Real Estate Registry has an impact on the urban planning of the capital of Paraná. The result obtained is that the municipality acts as a secondary player in the real estate market, relegating the design of the city to the market and its commercial interests. In view of this, it is concluded that the information modernization of Real Estate Registries will provide urban planners and all public policy makers in the area with information that better guide them about the use of national land.
