Resumo: The COVID-19 pandemic highlighted the denialism disseminated especially through social networks and which was enhanced by presidential narratives influencing social behavior and the Brazilian response to the pandemic. The country had a health system with successful passages through previous health emergencies, representing an international example, such as confronting the Zika Virus and its relationship with congenital microcephaly and the HIV/AIDS epidemic. However, its response to the COVID-19 pandemic has been characterized as one of the worst só far. Considering this context, the objective of this thesis is to characterize how Federal Government authorities employed subterfuge, arguments and disinformation strategies to deny the seriousness of the COVID-19 virus and the need for sanitary measures for its prevention and control. To this end, the denialism identified in the scientific literature, in experiences of previous health emergencies, in the CPI-Pandemic, and in the narratives shared by former president Jair Messias Bolsonaro from January to April, 2021 on social media Telegram was systematized. Each context was treated as an act, just like a play. The first consists of the contextualization of the covid-19 pandemic and the analysis of the Brazilian confrontation with previous health emergencies, contemplating its traces of denialism: the vaccine revolt (1904); the Spanish flu (1918-1920); the Zika virus and its relationship with microcephaly (2016) and the HIV/AIDS epidemic (1988 to date). The second act consists of research conducted considering white literature, identifying the context, structures, the role of science and strategies for mitigating scientific denialism. The third act is the analysis of narratives from representatives of the Ministry of Health and those who supported treatments without scientific evidence represented in the CPI-Pandemic established in the Federal Senate. In the fourth act, there is an analysis of the narratives present in the profile of former president Jair Messias Bolsonaro from January to April on Telegram. The research has a qualitative, descriptive and exploratory approach. The perspective for data analysis and interpretation was Narrative Analysis, in the third and fourth acts Critical Discourse Analysis was incorporated aiming to understand the strategies for legitimizing the narratives. Denialism, especially with social media, takes on new contours, related to modes of domination, patrimonialism, patriarchy and capitalism, manifested during the COVID-19 pandemic. Such contours highlighted denialism that is harmful to public health and its reframing, incorporating these new contours, is essential to enable a more positive response to future health emergencies.

O país possuía um sistema de saúde com passagens de sucesso por emergências sanitárias anteriores, representando exemplo internacional, como o enfrentamento do Zika vírus e sua relação com a microcefalia congênita, e da epidemia de HIV/Aids. No entanto, sua resposta à pandemia de covid-19 foi caracterizada como uma das piores. Considerando esse contexto, o objetivo desta tese é caracterizar como as autoridades do governo federal se utilizaram de subterfúgios, argumentos e estratégias de desinformação para negar a gravidade do vírus da covid-19 e a necessidade de medidas sanitárias para sua prevenção e controle. Para tanto, foi analisado o negacionismo identificado na literatura científica, em experiências de emergências sanitárias anteriores, na CPI-Pandemia e nas narrativas compartilhadas pelo ex-presidente Jair Messias Bolsonaro no período de janeiro a abril de em 2021 na rede social Telegram. Cada contexto foi tratado como um ato, tal qual uma peça de teatro. O primeiro consiste na contextualização da pandemia de covid-19 e na análise do enfrentamento brasileiro das emergências sanitárias anteriores, contemplando seus traços de negacionismo: a revolta da vacina (1904); a gripe espanhola (1918-1920); o Zika vírus e sua relação com a microcefalia (2016) e a epidemia de HIV/Aids (1988 até o momento). O segundo ato é composto por uma pesquisa realizada à luz da literatura branca, com a identificação do contexto, estruturas, o papel da ciência e as estratégias de mitigação do negacionismo científico. O terceiro ato configura-se na análise das narrativas de representantes do Ministério da Saúde e de defensores do uso de tratamentos sem comprovação científica, representada na CPI-Pandemia instituída no Senado Federal. No quarto ato há a análise das narrativas presentes no perfil do ex-presidente Jair Messias Bolsonaro, nos meses de janeiro a abril, veiculadas na plataforma digital Telegram. A pesquisa possui abordagem qualitativa, descritiva e exploratória. A perspectiva para análise e interpretação de dados foi a Análise de Narrativa e no terceiro e quartos atos a Análise Crítica de Discurso foi incorporada visando à compreensão das estratégias para legitimação das narrativas. O negacionismo, especialmente com as redes sociais, ganha novos contornos, relacionados com os modos de dominação, patrimonialismo, patriarcado e capitalismo, manifestados durante a pandemia de covid-19.
