Resumo: Innovation ecosystems, such as Silicon Valley, are considered drivers of regional development. However, the simple replication of these models in different contexts does not ensure the expected results, especially in environments with constraints on financial resources, human capital, infrastructure, and cultural aspects. In light of this challenge, it is essential to understand how to leverage the available resources and identify the key elements that enable innovation ecosystems to effectively contribute to sustainable regional development, even under limited resource conditions. In this context, the general objective of this thesis is to develop a diagnostic methodology, based on the attributes of the innovation ecosystem model known as Recife de Inovação (I-Reef), to assess the contribution of innovation ecosystems to sustainable regional development in resource-constrained contexts. The research is structured in three stages: literature review, construction of the diagnostic model (DEMATEL and Synthetic Control), and multiple case studies. Initially, the literature review made it possible to define four key dimensions for the conceptual framework: regional specialization, diversity of actors, value creation and retention, and strategic integration. Subsequently, the DEMATEL method was applied with experts, indicating that the dimensions of the innovation ecosystem act as influencing variables on regional development, with the diversity of actors being the most influential. The multiple case study analyzed the historical evolution and the presence of the elements of the proposed conceptual framework in Florianópolis (SC), Curitiba (PR), and Porto Alegre (RS). To quantify the causal impact of the ecosystem, the use of the Synthetic Control Method was proposed, applied as a test in the city of Florianópolis. This is a robust statistical technique that creates a “synthetic counterfactual” (a weighted combination of other cities) to simulate what would have occurred in Florianópolis in the absence of the intervention (the consolidation of the ecosystem). The application revealed that Florianópolis achieved a performance significantly superior to that of its Synthetic Counterfactual in the municipal development index after 2008. However, the application of the method faced limitations due to the lack of data, especially regarding specific indicators of sustainable development, which hindered a complete analysis across all cities. However, the good pre-intervention fit and the placebo tests carried out in the model for Florianópolis reinforce the effectiveness of the Synthetic Control Method in empirically validating the impact of innovation ecosystems as a territorial development policy. The main contribution, the study proposes a diagnostic methodology sensitive to the specificities and challenges faced by regions with limited resources, reinforcing the relevance of innovation ecosystems as a strategy for sustainable regional development.
