The paved road network is among the most important public assets in cities. Adequate and timely conservation of the pavements of the public urban road network brings immediate benefits to users, such as better accessibility, in addition to comfort, safety and lower operating costs of vehicles. In order for these benefits to be sustained, the responsible public entity must evaluate and measure its processes through a well-planned management indicator system that contributes to the effective and efficient maintenance of urban pavements. The general objective of this research was to analyze the form of management of the system of indicators for the maintenance of flexible pavements in urban roads of the city of Curitiba considering the responsible administrative structure. The research was based on a case study in the city of Curitiba, with management data from the municipal government secretariat, the superintendency of urban maintenance and its 10 Regional Administrations in the respective urban maintenance districts that make up the Curitiba City Hall, interviews and application of questionnaires to the managers of the urban pavement maintenance system throughout the city. After applying the interview and the research questionnaire for managers, it was possible to identify that the most relevant indicators are related to critical success factors, stakeholders and performance indicators in the execution of services, thus also found differences in the prospects of the services. Managers, such as the vision, goals and objectives of pavement maintenance management and finally, there was a certain disconnection with stakeholders. Thus, this research results in a statistical analysis of the indicator system in management, with the possibility of structuring, in the future, a model indicator system that is easy to apply in other cities.
