This study aimed to create an index that can measure the degree of municipal public governance of Brazilian cities with a focus on the societal management of public administration. The objective was achieved through the following principles of public governance, considered here as dimensions: Transparency; Accountability; Participation; Compliance; Legal Compliance (legality); Equity; and Effectiveness, listed by Pisa (2014) in the formation of IGovP. The index of municipal public governance - IGovM was constructed with the selection of adherent indicators that adequately reflect those principles/dimensions. The research methodology is qualitative and quantitative because it contains characteristics of both types, it is essentially bibliographical and documentary, in its development references were sought in articles of national and international scientific journals, chapters of books and legislation, related INTERNET websites to the theme, as well as databases for establishing the indicators used. It is an exploratory research because it aims to make explicit the public governance bringing to light its characteristics. The applicability of the index was confirmed by the calculation of the IGovM of the 399 Municipalities of the State of Paraná, explaining the degree of municipal public governance of each Municipal Entity. Among the results found, it is possible to apply the proposed governance index to all the municipalities of Paraná, regardless of territorial extension, economic situation or population size. It is possible to infer that the IGovM has applicability to any municipality in the national territory, and it is only necessary that the data be captured in the equivalent sources. It was observed that most of the municipalities of Paraná (56%) are in the ranges of IGovM very low (34%) and low (22%). Despite the distribution of the remaining 44%, of which 32% are in the "high" range.
