The National Program for the Sustainable Development of Rural Territories (PRONAT) was created in 2003 as a strategy to improve the quality of life in predominantly rural territories. The program was innovative because, unlike planning the development of these territories by sectors, it adopted the territorial approach to development. Another innovation of the program was to enable the various social actors to participate in the planning and management of public policy through a new institution created within the territories, the territorial collegiates. However, this new institutional framework, designed to manage PRONAT at the local level, has become one of the main bottlenecks of the program, jeopardizing the efficient use of the federal resources transferred to the territories as well as the results of the policy. The hypothesis raised is that the absence of an adequate governance system compromises the efficient territorial management of the program by the territorial collegiates, resulting in the various problems presented by PRONAT. This research has as main objective to analyze the governance established by the 11 territorial collegiates of the state of Paraná from 2003 to 2016. The methodology used for the data collection consisted of the application of a questionnaire with the territorial collegiates and the documentary analysis of the information referring to the territorial projects implemented in the territories with PRONAT resources. As a result, poor governance is observed in most collegiates and it is questioned whether the program really favors social participation and sustainable territorial development.
