The ECA – Statute Children the Teenager Law 8069/1990 and PNCFC Plano Nacional de Coexistence Familiarity the community (BRAZIL/2006), it was instituted based on CF (Brazil, 1988). Both changing the irregular doctrine from under eighteen to the perspective of integral protection. In this context and also considering futures advances of these changing, but also important to identify its range effectuation, considering the “social issues expressions”, there is the institutionalization of children and teenagers, as response from State. The goal of this study is to identify and analyze the cases of familiar reintegration for children and teenagers received in the host Institutional the teenager services on the county of São Paulo, using examples of professional practices in consonance rightness to familiar coexistence and communitarian. Therefore, it has been made a bibliographic study, it has used qualitative approaching, with uses of oral history techniques, related for 02 (two) former managers of the institutional social services, using critics analyzes of social reality. The results have analyzed using 03 (three) categories: The needy of changing the paradigms from SAICA workers which presents themselves in a perspective ruled on irregular situation: from minors of professionals of social services, although they are subjects’ inserts in a context of 31 years of ECA, to a perspective of Family reintegration. The importance of invest in the family power. The role of intersectional networking on actions of integral protection to institutionalized child and teenager. The study result’s brings that although we have advanced on rules as politics destined to attend children and teenagers received by the social service, there are still resistance and acknowledge of authors from intersectional networking, as well as identify itself on histories told, important portion of families that have received children still incorporate the concept that was assigned of “unable” to protect their members, therefore the study suggests the permanent formation training of all intersectional networking, the numbers of well succeed reintegration descripted for subjects on the research succinct us the hope of being possible the concretization of guarantee to the whole protection of children and teenagers in recommended consonance on ECA and PNFC according these authors beliefs and approaches this new paradigm
