The thesis shows that the gain of space for the legislative action regarding the creation of municipalities meant the empowerment of the same. The thesis deals with the policy of creation of the municipalities of Mato Grosso and the performance of the Legislative Assembly in the post-division period of the State (1978 to 2002). With the advent of the division of the State, allied to the end of the military regime, redemocratization and pluripartisanship, there was an empowerment of the Legislature vis-à-vis the Executive, with regard to the creation of municipalities. This seeks to understand the evolution of the dynamics of internal politics in Mato Grosso since then. It was up to the Legislature to be the main actor in the policy of creating new municipalities, while the legislation allowed states and the legislative power this Power of Agenda, with the exception of the Government Frederico Campos, first post- division government, but the last to be indicated indirectly. It was possible to perceive the evolution in relation to the autonomy, independence and freedom of the Legislative Power as the years progressed. With the national changes proposed with EC No. 57/2008, which dealt with the competence of the creation of new municipalities, it withdrew this permission from the States, ceasing this instrument of power. The thesis demonstrates that the gain of space for the legislative action regarding the creation of municipalities meant the empowerment of the same, as well as propitiated the permanence and ascension of some leaders in the political scenario of Mato Grosso.
