The objective of this research was to analyze the process of implementation of the Minha Casa Minha Vida Program (PMCMV) in Viçosa-MG, and how it provided the low- income population with access to housing. The specific objectives were to define the socioeconomic profile of the beneficiaries; analyze the program implementation process considering its legal aspects; analyze the participation of the beneficiaries in such process and their perception in terms of satisfaction with the acquired home; and evaluate the infrastructure conditions and symbolic aspects of the access to housing. This is a descriptive research where a post-occupation evaluation was carried out using a mixed approach: data was collected through a semi-structured interview, photographs, participant observation and document analysis. In order to satisfy the proposed objectives, the implementation of three housing projects (Benjamim José Cardoso, César Santana Filho and Floresta) were investigated, all of which are focused on the low- income population of Viçosa. Interviews were performed with 76 beneficiaries, representatives of the Caixa Econômica Federal Bank, employees of the Department of Housing and Urban Development of Viçosa. Moreover, participant observations were carried out during the meetings of the Housing City Council and the activities developed by the Social Technical Work. As a result of this study, it was possible to conclude that the beneficiaries are within the income range established by the PMCMV, and that despite the feeling of accomplishment for achieving homeownership, they perceive that the infrastructure does not meet their demands, mostly with respect to accessibility, public transportation, health and safety, postal and telephone services. In addition, there was no participation of the beneficiaries in the implementation process. Thus the local actors ended up repeating actions performed at the time of the National Housing Bank (NHB), without caring for the quality of the location and distribution of services and infrastructure, which contributes to increase sociospatial segregation, inequalities, social exclusion and the non-appropriation of space by the beneficiaries.
