A presente pesquisa possui como objetivo geral analisar a Geopolítica portuária do município do Rio Grande/RS sob a perspectiva crítica/emancipatória, buscando a partir da Educação Ambiental Crítica/Emancipatória uma reflexão crítica do atual processo de desenvolvimento econômico instalado no município e região. Além disso, o presente trabalho irá abordar os seguintes objetivos específicos: conceituar o que vem a ser geopolítica portuária no sentido geral e conceituar o que é geopolítica para o município do Rio Grande/RS; conceituar e buscar qual a perspectiva crítica/emancipatória da EA voltada para a geopolítica portuária no município; conceituar e indicar quais são os impactos socioambientais negativos ocorridos no município em decorrência do desenvolvimento econômico; relacionar a geopolítica portuária do município e os indicadores da perspectiva da EA crítica/emancipatória a fim de minimizar os impactos socioambientais. Para tal estudo fez-se uso da pesquisa bibliográfica e documental utilizando-se o método dialético. O método de abordagem escolhido é o dialético (uma nova síntese de pensamento), por compreender-se ser mais coerente com a proposta dialógica escolhida como ponto de partida para o estabelecimento do processo de reflexão-ação-refllexão. Os resultados obtidos a partir da interpretação de dados estatísticos da movimentação portuária, a expansão do polo naval, a inserção na geopolítica nacional, tudo isso, correlacionado a escritos de autores consagrados em relação ao assunto abordado, faz emergir novos “olhares” acerca das percepções de mundo, busca pela emancipação dos sujeitos, além da negação do desenvolvimento puramente economicista. Portanto, do ponto de vista da Educação Ambiental (EA), o desenvolvimento economicista deverá propor alternativas, buscando o desenvolvimento social, preservação do meio natural, na qual possa emergir uma sociedade mais justa e igualitária. Além disso, propõe-se uma geopolítica que vá além de sua militarização, propõe-se aquela geopolítica que busca a criticidade que a mesma necessita em prol de uma sociedade mais justa e igualitária. Assim, os aspectos da EA sugerem ferramentas auxiliares e/ou alternativas, propondo a emancipação dos sujeitos, superando a utopia do desenvolvimento sustentável.The port geopolitics from the twenty first century at the municipality of Rio Grande/RS is a proposal of critical/emancipationist environmental education that has as its main research theme the insertion of the municipality of Rio Grande/RS in the national geopolitics, from the expansion of the new naval center that was placed in the city at the beginning of this century, also favouring the reflections of this growth as to the socioenvironmental aspect. This research has as general purpose analyzing the port geopolitics from the municipality of Rio Grande/RS through a critical/emacipationist perspective, seeking from the critical/emancipationist environmental education, a critical reflection of the present process of economical development established in the municipality and its region. Moreover, the dissertation will broach the following specific objectives: conceptualize what comes to be port geopolitics in the general sense and what it is for the municipality of Rio Grande/RS; conceive and search which critical/emancipationist perspective from the Environmental Education faces the port geopolitics of the municipality; conceptualize and indicate what are the negative socio-environmental impacts that occurred in the municipality as a result of the economical development; relate the port geopolitics of the municipality and the indicators of the critical/emancipationist environmental education perspective in order to minimize the socio environmental impacts. For the purpose of this study the bibliographic and documental research was used along with the dialectic method. The method of approach chosen is the dialectic ( a new synthesis of thought), for being more coherent with the dialogical proposition chosen as starting point for the establishment of the reflection-action-reflection process. The results obtained from the interpretation of the port movement statistic data, the expansion of the naval center, the insertion in the national geopolitics, all of this, correlated with consecrated authors’ writings concerning the topic broached, enables new points of view regarding the comprehension of the world to emerge, searches for the emancipation of the subjects, besides the denial of the purely economistic development. Therefore, from the point of view of the Environmental Education, the economistic development should propose alternatives, aiming for the social development, the preservation of the natural environment, in which a fairer and equalitarian society can emerge. Furthermore, a geopolitics that goes beyond its militarization is proposed, that geopolitics which seeks the criticality that itself needs in favour of a fairer and equalitarian society.
