The present work seeks to identify, in the experience of the Public-Private Partnership for Public Lighting in Guarulhos with the use of the ancillary revenue model for the integration of intelligent solutions in the lighting infrastructure, contributions to the debate on the topic in the Brazilian municipal context. Public Lighting PPPs have become widespread in the country, with attractiveness for the market due to the security provided by the existence of a resource linked to the activity (COSIP - Contribution to the public lighting service). The existence of this link allows the modeling of long-term contracts that capture investment from the private partner with the purpose of accelerating efficiency gains with the modernization of infrastructure, anticipating and expanding the energy savings that result from new technologies. The COSIP link, however, also presents itself as a challenge when seeking to place the lighting infrastructure as a basis for implementing a smart city project, given the transversality of many of the solutions currently offered. The development of these solutions in the form of ancillary revenue seeks to make these models compatible, clearly separating what is a lighting service and what are services integrated to the infrastructure, but there are relevant differences between PPP models that can make them more or less suited to receive these solutions. Through qualitative analysis of the Guarulhos experience, guided by legal theoretical references and debates on smart cities, taking as a comparison standard the models adopted in the 15 most populous cities in the country, we will seek to identify which differences in the models make them more conducive to placing the lighting infrastructure as the basis for a smart city project.
