The expansion on higher education access, with quality and equity, mobilized part of the educational policy discussions in the last decade in Brazil. During this period, some solutions were proposed to increase access, through the creation of new types of higher education institutions (HEI), new courses and the development of social inclusion policies, such as the University for All Program (Prouni) and the Student Financing Fund (Fies), which are funding programs and / or scholarships, targeted at disadvantaged students. This dissertation aims to analyze the access programs to higher education in Lula and Dilma governments in order to establish whether the public financing options  especially Prouni and Fies  increased the higher education access and how it changed the public relation / private. It seeks to identify and compare these programs, assessing their contribution to the access democratization, analyzing the growing number of students, the development of educational institutions who participates in the funding programs, funding sources and the social outcome of the programs. To this end, we used literature review, as well as education sector indicators as information sources
