Os Programas de Transferência Condicionada de Renda e a proteção social na América Latina: a experiência do Brasil, Argentina e Chile

The goal is pursued in this paper is to describe, compare and analyze the main Programs Conditional Cash Transfer (PTCR) now in force in Brazil, Argentina and Chile, deployed from the 2000s, with the conceptual and referential framework, mainly but not only, the work done by Castel about the State of the social role, in the light of experience of the Welfare State in Western European societies. Specifically, the programs covered in this study are the Bolsa Família Program (BFP) of Brazil; the Universal Asignación by Hijo (AUH) and Asignación by Embarazo (AEPS), belonging to the non-contributory subsystem of the allocations Family regime, Argentina; and Chile, Chile Solidario System (SCS) and the Family Ethical Ingreso program (IEF). Ultimately, we seek - through the analysis of these programs, the above conceptual plot and from the Sketching of social protection systems of the focus countries - infer whether the insertion of PTCR in these countries changed the logic of their respective systems social protection and to what extent it is generalizable to the Latin American continent, before a reconfiguration of context the social under the aegis of conditionalities and the processes of mercantilization. In addition, we intend to further expose and discuss critically albeit briefly, the issue of conditionalities and the commodification of social which it imposes and the nature and the potential of the prime objectives pursued by this type of program. At the end of the study, it is concluded that the inclusion of the PTCR in the three countries under review did not result in a consistent change in the logic of their social protection systems. Rather, what was conformed coexistence between mechanisms classic protection and new instruments (the PTCR in this case). Configured is thus a hybrid genre protection in these countries
