This dissertation has the objective to accomplish a diagnosis on the main characteristics of the resident population in the Central Area of the City of São Paulo that went by intense urbanization process and, later, degradation and emptying, when the economic center of the city moves for other areas. This analysis seal him, especially, in the youths' contingent and adolescents in vulnerable situation and social risk and in its need of institutional support, mainly in what says respect to its qualification and its access to the labor market. For so much, this work divided in three parts. In the first, he/she took place a theoretical analysis of the premises of the urbanization and its consequences on the deterioration of an area and the social exclusion of many of its inhabitants, besides the paper of the public politics of social inclusion for the local development socioeconomic. Soon after, it was approached, theoretically also, the subject of the youths' work in the labor market, in Brazil and, especially, in the urban centers, besides some of the main bills destined to that public and in its problem. In the third chapter, finally, after a brief approached about the appearance and the transformations happened in the Historical Center of São Paulo and the programs implanted with the objective of promoting the call revitalization and local development of the area, arrives to the case study that is an analysis on the low income residents' youths' profile in that place, being used as model of the Office of Social Inclusion of Santa Cecília, tied of the Project Urban Social Inclusion Us of the Center, not seeking list the difficulties and needs assisted in labor market terms and it especially improves in the quality of this public's life, and, who knows, this work can to supply parameters for the elaboration of public politics for work generation and income, that benefit this young in relation to its insert and permanence in the labor market
