Práticas significativas no atendimento de adolescentes em cumprimento de medidas socioeducativas de internação: uma análise a partir da realidade do Estado de São Paulo

Starting from the argumentative premise that studies conducted on the topic of socioeducational measures have focused on the counterproductive aspects of the measures, thus necessitating research aimed at significant practices that can contribute to service improvement, the objective of this research was to analyze, based on the indication of adolescents serving socio-educational measures of deprivation of liberty at Fundação CASA, which professionals, significant practices, and theoretical-methodological conceptions underpin the services provided to these groups in institutional settings. The epistemological approach adopted in this investigation was consistent with authors in Community Social Psychology. Three studies were conducted, utilizing qualitative, descriptive-exploratory designs with a cross-sectional approach. The study involved 202 adolescents serving institutional placement measures, who responded to a questionnaire, indicating, among other things, a professional whose actions made a difference in their lives and helped them cope with the adversities resulting from the infraction and the institutional placement measure. Subsequently, the two most frequently mentioned professionals from each unit (totaling 10 participants) and two adolescents who cited these professionals (24 adolescents) were interviewed. The results highlighted that the practices considered significant by adolescents were not based on scientific intervention methodologies but were related to welcoming/care and cordial treatment. Furthermore, several challenges to professional performance were identified, such as unit overcrowding, difficulty in articulating work with other institutions in the protection network, and a lack of human and material resources. Adolescents, on the other hand, pointed to practices such as conversations and advice, in addition to practices expected from certain professions, as significant. Considering the history of multiple rights violations to which the adolescents have been subjected, it is expected that emotional support, respectful treatment, praise, and advice on life change are understood as significant in assisting with the fulfillment of the measure, even though there is no evidence that such actions have a significant impact on a change in the trajectory of delinquency. Therefore, the recommendation is to conduct studies focused on the impact of these practices after the fulfillment of the measure, in addition to psychosocial interventions that consider the adolescents' needs before, during, and especially postmeasure, ensuring access to public policies and development conditions that enable reflection and criticality regarding the political, social, and economic context in which these adolescents are subjectivated.
