In recognition of the need to improve IT governance in the federal public administration, the Federal Court of Accounts has conducted surveys based on questionnaires that address IT governance and management practices set forth in regulations, technical standards, and international models of good practice. Given the worrying scenario identified in the first survey (2008), the TCU has been conducting periodic surveys of this nature, in view of the need to monitor the governance situation in public administration. Following the changes that occurred during the pandemic and the post-pandemic period, which imposed challenges on public administration, the need arises to assess the evolution of IT governance in federal public administration agencies. Thus, the contribution of this study lies in expanding knowledge about IT governance, identifying and analyzing existing best practices in APF agencies. The relevance of this study consists of evaluating the evolution of IT governance over time. Evaluating governance longitudinally is essential to understanding the maturity process of organizations. In order to verify the information found in the content analysis and other factors that influenced these developments, an online questionnaire was developed for managers from fifteen public institutions participating in the last four surveys that increased their maturity in IT governance and management to an improved level. The survey results showed that successful institutions adopted a mature model including an ICT Governance Committee, an ICT Management Committee, and an ICT Master Plan aligned with corporate objectives. Senior management involvement, formalized processes, dedicated teams, and constant performance measurement support the perception of value.
