The present study aims to understand the role of Municipal Guards in Public Security Policies in Brazil, considering their normative competencies and the new paradigm of Citizen Security. To this end, a study was carried out comprising the normative powers of the Municipal Guards considering the legal system (Federal Constitution of 1988; Law n. 13.022/2014; Law n. 13.675/18), as well as the analysis of their performance from the perspective of Superior Court of Justice and its interfaces with Public Security Policies. Likewise, the examination of the process of strengthening the Municipal Guards in the country, especially in the exercise of their (new) role. The research as an approach is qualitative, uses the deductive method and its methodology is bibliographical research, in addition to the case study of Special Appeal 1.977.119/SP and the critical analysis of the Proposed Amendment to the Federal Constitution - PEC 57/ 2023. It is concluded that the Municipal Guards are authorized in the promotion and management of Public Security in Brazil, defending not only things (heritage), but people, if they assume the “preventive ethos” guided by the emerging paradigm of Citizen Security and overcome the “repressive ethos”, based on traditional policing. Furthermore, the research demonstrated the faces of the Municipal Guard that we have and what they intend to be.
