“Facilitadores de processos”: o trabalhar do psicólogo organizacional e do trabalho no serviço público federal brasileiro

Resumo: | The transition from capitalism in its traditional form to neoliberalism, in the model of financial capitalism, consolidated the work’s subsumption by capital and the reinvention of domination’s forms. On one hand, the Psychodynamics of Work studies pleasure and suffering experiences, and on the other hand, managerialism, as a neoliberal operational arm, orchestrates hyperproduction. In this scenario, the prescribed work of the organizational and work psychologists (OWPs) puts them in the position of ensuring the organizational devices, calling themselves and others to perform. At the same time, precariousness has also arrived in the public service: shortage of servers, overload, expansion of outsourcing and questioning of historically established rights are examples. Acceleration, results-based management and the logic of doing more with less, in addition to scrapping the state apparatus, accentuate this scenario. With this background, this work aimed to analyze the crossings of neoliberalism in the subjective experiences of the OWPs who work in the Brazilian federal public service. For this end, an applied research was carried out, with descriptive purposes, of a qualitative nature, through semi-structured video interviews, whose corpus was submitted to the Bardin’s content analysis (2011), under the theoretical pillars already mentioned. The results, described in three manuscripts, demonstrate an adaptive bias to attend managerial agenda in traditional activities (recruitment and selection, for example), and subsidy to medical teams, managing the illness of those assisted, without intervening in potentially illness-causing factors of the work’s organization. The focus on traditional activities differs from that presented by the tender notices which, in addition to health, demonstrated the prevalence of technical-administrative routines. The suffering arising from the overload, acceleration and organizational pressure to enforce the provisions is mitigated by the defenses: denial, rationalization, collective support and jokes in the work environment, in addition to self-care, instrumentalize the suffering to maintain the productive pattern. The experience of pleasure through the sense of belonging and the recognition of usefulness are the other side of this work’s coin. Finally, the case studies showed that there was little mobilization ballast in a strong adaptation scenario, supporting the thesis that managerial power subsumes the psychologist’s work in the Brazilian public service, minimizing the subjective mobilization to transform the adversities and build mental health. The research contributes to the understanding and re-signification of the experience in people management in the contemporary public context and calls for new studies that include public employees and even the application of the work’s clinic. Finally, it is imperative to rescue work collectives and form networks of professionals to sprout a counterpsychology that actually enables the transformation of suffering—not only of professionals, but, potentially, of those assisted. |

De um lado, a Psicodinâmica do Trabalho estuda as vivências de prazer e sofrimento e, de outro, o gerencialismo, enquanto braço operacional neoliberal, orquestra a hiperprodução. Nesse cenário, o trabalho prescrito do psicólogo organizacional e do trabalho (POT) lhe coloca na posição de assegurar os dispositivos organizacionais, convocando a si e aos demais a performar. Em paralelo, a precarização chegou, também, no serviço público: déficit de servidores, sobrecarga, ampliação da terceirização e questionamento a direitos historicamente estabelecidos são exemplo disso. A aceleração, a gestão por resultados e a lógica do fazer mais com menos, além do sucateamento do aparato estatal, acentuam esse cenário. Com esse pano de fundo, esse trabalho teve por objetivo analisar os atravessamentos do neoliberalismo nas vivências subjetivas dos POTs que atuam no serviço público federal brasileiro. Para isso, foi realizada uma pesquisa aplicada, com fins descritivos, de natureza qualitativa, por meio de entrevista semiestruturada via videoconferência, cujo corpus foi submetido à análise de conteúdo de Bardin (2011), sob os pilares teóricos já mencionados. Os resultados, descritos em três manuscritos, demonstram uma atuação com viés adaptativo no atendimento à agenda gerencial em atividades tradicionais (recrutamento e seleção, por exemplo), e subsídio às equipes periciais, com manejo do adoecimento dos assistidos, sem interveniência nos fatores potencialmente adoecedores da organização do trabalho. O foco em atividades tradicionais diverge do apresentado pelos editais de concurso que, para além da saúde, demonstraram prevalência das rotinas técnico-administrativas. O sofrimento advindo da sobrecarga, da aceleração e da pressão organizacional para fazer cumprir os dispositivos é amenizado pelas defesas: negação, racionalização, apoio no coletivo e brincadeiras no ambiente de trabalho, além de autocuidado, instrumentalizam o sofrimento para a manutenção do padrão produtivo. A vivência de prazer pelo senso de pertencimento e pelo reconhecimento de utilidade são o outro lado da moeda desse trabalhar. Finalmente, o estudo dos casos demonstrou haver pouco lastro de mobilização em um forte cenário de adaptação, sustentando a tese de que o poder gerencialista subsume o trabalhar do psicólogo no serviço público brasileiro, minimizando a mobilização subjetiva para transformar as adversidades do trabalho e construir saúde mental. A pesquisa contribui para a compreensão e ressignificação da vivência em gestão de pessoas no contexto público contemporâneo e convoca à realização de novos estudos que contemplem empregados públicos e, até mesmo, a aplicação da clínica do trabalho.
