Resumo: The change in the health services scenario following the 1980 Health Reform demanded transformations in the performance of health workers, whose training was the responsibility of the Unified Health System (SUS) model. Included in this is the APS, which is responsible for comprehensive and longitudinal care in the SUS care network. Thus, Permanent Education in Health (EPS) emerged, which, given its importance, soon became a National Policy for Permanent Education in Health (PNEPS), being defined as learning based on problematization in the workplace. Corroborating this idea and supported by the PNEPS, the Health with Agent Program (PSA) was established. This Program, currently called “More Health with Agents” (PSA), aims to provide technical training for Community Health Agents (ACS) and Endemic Disease Control Agents (ACE) who work throughout the country. In view of this, it becomes extremely important to analyze the development of their actions in the territories of execution, which is the general objective of this study. To this end, it presented specific objectives to understand the perception of the actors involved; describe the pedagogical methodologies used; identify the transformations that occurred in the work process and understand the advantages and disadvantages of developing the course activities. This is a descriptive qualitative research. Documentary research and semi-structured interviews were used as data collection instruments, analyzed using Bardin's content analysis technique, with data triangulation and the help of WebQDA software. The research participants were the ACS, ACE, supervisors, tutors, preceptors and managers linked to the PSA and the municipality of Itaberaba-BA, the location of the study. In total, 26 workers participated in the study. The categories were constructed according to interpretations and critical reflections. Regarding the actors’ perception of the PSA, the course was perceived positively. The following were identified as being subject to improvement: monitoring of field practices; number of students per class; delivery time of material resources for practices; the workload allocated to preceptorship activities; the lack of institutional support; the distribution of program content. The relationship with Information and Communication Technologies (ICTs) was the most mentioned difficulty. Parallel to this was the difficulty participants had in reconciling personal, course and work responsibilities. The lack of ACS and ACE integration in the municipality was also an important point of emphasis in the development of activities. On the other hand, the teaching materials were very well evaluated. Finally, changes in the students’ work process were analyzed in light of micropolitics. The PSA strengthened the identity of professionals, highlighting their importance within the SUS. This, in addition to being converted into the quality of their work, also generated feelings of professional satisfaction and motivation to carry out their duties. Based on the results of this research, it is expected to contribute to the improvement of the PSA in the city of ItaberabaBA or in other similar contexts, as well as to strengthen the development of EPS actions from the municipality's APS. To assist in this process, a PSA implementation guide for municipal managers was created as a technical product, based on the main findings and an intervention project.

Inserida neste, situa-se a APS, que é responsável por um cuidado integral e longitudinal na rede de cuidados do SUS. Assim, emerge a Educação Permanente em Saúde (EPS) que, diante da sua importância, logo se torna uma Política Nacional de Educação Permanente em Saúde (PNEPS), sendo definida como uma aprendizagem a partir da problematização no espaço laboral. Corroborando com essa ideia e amparada na PNEPS, é instituído o Programa Saúde com Agente (PSA). Este Programa, atualmente denominado como “Mais Saúde com Agente” (PSA), objetiva a formação técnica dos Agentes Comunitários de Saúde (ACS) e dos Agentes de Combate às Endemias (ACE) que atuam em todo o país. Diante disto, torna-se de suma importância analisar o desenvolvimento de suas ações nos territórios de execução, sendo este o objetivo geral deste estudo. Para tanto, apresentou como objetivos específicos compreender a percepção dos atores envolvidos; descrever as metodologias pedagógicas utilizadas; identificar as transformações ocorridas no processo de trabalho e conhecer as facilidades e dificuldades no desenvolvimento das atividades do curso. Trata-se de uma pesquisa qualitativa descritiva. Foram utilizados como instrumentos de coleta de dados a pesquisa documental e a entrevista semiestruturada, analisadas pela técnica de análise de conteúdo de Bardin, com triangulação dos dados e auxílio do software WebQDA. Os participantes da pesquisa foram os ACS, ACE, supervisores, tutores, preceptores e gestores vinculados ao PSA e ao município de Itaberaba-BA, local do estudo. Ao todo, participaram do estudo 26 trabalhadores. As categorias foram sendo construídas de acordo com as interpretações e reflexões críticas. A respeito da percepção dos atores sobre o PSA, o curso foi percebido de modo positivo. Foram apontados como passíveis de melhorias: acompanhamento no campo das práticas; número de alunos por turma; tempo de entrega dos recursos materiais para as práticas; a carga horária destinada às atividades de preceptoria; a inexistência do apoiador institucional; a distribuição do conteúdo programático. A relação com as Tecnologias de Informação e Comunicação (TICs) foi a dificuldade mais mencionada. Paralelo a isso, esteve a dificuldade dos participantes em conciliar as atribuições pessoais, do curso e do trabalho. A falta de integração ACS e ACE no município também foi um ponto importante de destaque no desenvolvimento das atividades. Por outro lado, os materiais didáticos foram muito bem avaliados. Por fim, foram analisadas as mudanças no processo de trabalho dos estudantes à luz da micropolítica. O PSA fortaleceu a identidade dos profissionais, evidenciando a sua importância dentro do SUS. O que, além de ser convertido na qualidade do seu trabalho, também gerou sentimentos de satisfação profissional, e de motivação para o exercício das suas atribuições. A partir dos resultados dessa pesquisa, espera-se contribuir para o aperfeiçoamento do PSA na cidade de Itaberaba-BA ou em outros contextos similares, assim como fortalecer o desenvolvimento de ações de EPS a partir da APS do município. The research participants were the ACS, ACE, supervisors, tutors, preceptors and managers linked to the PSA and the municipality of Itaberaba-BA, the location of the study. In total, 26 workers participated in the study. The categories were constructed according to interpretations and critical reflections. Regarding the actors’ perception of the PSA, the course was perceived positively. The following were identified as being subject to improvement: monitoring of field practices; number of students per class; delivery time of material resources for practices; the workload allocated to preceptorship activities; the lack of institutional support; the distribution of program content. The relationship with Information and Communication Technologies (ICTs) was the most mentioned difficulty. Parallel to this was the difficulty participants had in reconciling personal, course and work responsibilities. The lack of ACS and ACE integration in the municipality was also an important point of emphasis in the development of activities. On the other hand, the teaching materials were very well evaluated. Finally, changes in the students’ work process were analyzed in light of micropolitics. The PSA strengthened the identity of professionals, highlighting their importance within the SUS. This, in addition to being converted into the quality of their work, also generated feelings of professional satisfaction and motivation to carry out their duties. Based on the results of this research, it is expected to contribute to the improvement of the PSA in the city of ItaberabaBA or in other similar contexts, as well as to strengthen the development of EPS actions from the municipality's APS. To assist in this process, a PSA implementation guide for municipal managers was created as a technical product, based on the main findings and an intervention project.
