This research aims to understand the discursive practices sidewalks in the technical-scientific knowledge of medicine and urbanism as mechanisms of power and political and social domination, passing the different historical contexts of European modernity, Brazilian and, in special, goiana. The target of this work is to analyze the medical and hygienic-sanitary discourse as one of the strategies of power used by Goiás State to legitimize and implement the change the State of Goiás Capital so as to maintain political order the control of the intervening Pedro Ludovico Teixeira, of his political associates and new oligarchies of the south and southwest goiano. Between 1930-1942, the State of Goiás has undergone changes, political, economic, social and cultural order that emerged as a result of various historical events of national and regional level: the 1930 Revolution; economic and political rise of new oligarchies of the south and southwest goiano; reaffirmation of mudancista thesis; construction of Goiânia; transfer of the Capital City to Goiânia; implementation of the State New Varguista; March to the West; and, finally, at the Cultural Baptism for the capital's Cerrado goiano. The guiding hypothesis of this research, we intend to demonstrate that official speeches lined in medical and hygienic- sanitary arguments medicine and modern urbanism contributed as power strategy for the consolidation of mudancistas desires, as well as forge representations of Goiânia expressed in words: progress and modernity. However, the construction process of the New Capital proved to be contradictory and ambiguous, so that emerged discourses dissonant, not validated modernity announced the official discursive practices.
