This study deals with the phenomenon of domestic violence against children and adolescents. We seek to understand the concepts by actors of System of Guarantee of Rights about this phenomenon; to know the procedures followed in this combating and prevention; and to analyze the implications of conceptions about domestic violence in their performances. We interviewed four tutelary counselors, one prosecutor and two technicians belong to a care service to children and adolescents victims of violence. Interviews were conducted semi-structured. We chose the dialectical scientific method and analyzed the content through Social Representations Theory and literature relevant to the topic. The performances of the actors are still partially permeated by "minorist" conceptions. Concurrent to the "minorist" concept, we realized the existence of coherent understanding of the Integral Protection Doctrine, seeing the children and youth as subjects of rights. We identified the existence of representational tendencies expressed by two groups. The first group, composed of care service´s technicians, has guided representations on definitions found in specialist literature. Intervention of his is directed to victims of violence and their families. The second group, composed of tutelary counselors and the prosecutor, does not have a systematic monitoring of cases. The tutelary counselors receive the complaints and refer involved people to other agencies. The prosecutor acts in court proceedings, exercising his function with little personal contact with those involved. The first group gives meaning to domestic violence with greater detail, surrounded by exercise itself to intervene directly in cases. The second group gives meaning linked to legal norms, because the performances of these actors do not have constant link with the dynamics of each particular case. This group considers the other actors and agencies as leader parts by the actions of combating and prevention while the first group tends to regard them as their own responsibility.
