The purpose of this dissertation is to discuss the process of participation in the elaboration of the Master Plan of the Municipality of Queimadas, in order to analyze the extent to which the Master Plan has been constituted in a political instrument of ordering the full development of the social functions of the city, seated in spheres of political participation constituted by the citizens of Queimadas. The research took as a temporal cut from 2004, year in which the elaboration of the Master Plan was given. Some limitations are identified, precisely, in the political culture demarcated in antidemocratic values. Thus, factors that make it impossible for citizen participation and, therefore, as the main limits for the construction and execution of a Participatory Master Plan. The empirical object is the understanding and participation of the local population in relation to the instrument of the Master Plan. The following specific objectives were then tried: 1) To verify the citizens' understanding of the instrument of the Master Plan; 2) Identify the changes occurred in the municipal planning of urban development, from the implementation of the Master Plan. The work was based on an ethnography based on the qualitative approach with field research and semi-structured interviews as a way of producing information.
