Studies about the efficiency and efficacy of the land reform national politics from Brazil show the different level of the settlements development and growth, that regardless their region, it occurs in a heterogeneous manner. In this sense, this research intends to know about the reality of the Venâncio Tomé de Araújo settlement, which was created in 1999, located in northeast semiarid region, in the rural area from Campina Grande/PB. We used the case study methodology, applied with a contextual interactive and ethical intervention, with the objective of identifying and knowing the general situation of the development and growth levels of the settlement, especially, the quality of life of the people that live there, after more than ten years from the foundation of the settlement. The sample of the field study was comprised of 31 head of a family, representing 73,8% of the head of a family quantitative. The semi-estructured questionaire was composed of 46 objetive questions and 5 subjetive questions and asked directly the responsible for the family members. The instrumento of this research consists in relevant social-economic and demographic aspects, besides information about their experience as settlement people, about the technical assistance, their expectations about the future and the level of satisfaction with their condition of rural setting. The collected information show a low level of education; low familiar income; predominance of not agricultural income, originated from the government programs, besides the restrictions to the water access, to the public transport, to the technical assistance and to the health services; dissatisfaction with the social condition of rural setting and with the INCRA performance; the loss of hope of most of the people; the lack of productive investiment of the support programs and social promotion. The inefficiency of the management and of intermediation among the rural setting and between them and INCRA, and the climate restrictions predominant in the área of the settlement affected and potencialized the low level of economical, environmental and social, where the situation of almost no production and agricultural income caused a food insecurity, economical instability, discouragement and lack of the families prospects, because the reality identified in this research shows the existence of a true unproductive rural slum, which has been turning the settlement people into a chronic dependent people to the government programs.
