Social housing stems from the existence of the housing deficit that is not likely to be faced by the logic of the real estate market. As pointed out by the mainstream of the regional economy, the city is the focus of world growth due to the flow of information and knowledge; it is in the cities that the housing deficit is concentrated and so the access to the city becomes so relevant. The urban housing deficit confirms the theory that living in the urban center is something to appreciate, thus access to the city is significant for the expansion of freedom. However, our observations confirm that most of the investments of Minha Casa MinhaVida(My House My Life)program in the city of Rio de Janeiro are in urban peripheries, with poor infrastructure and precarious access to the city and to work can be an obstacle to the socioeconomic development of Brazil. Thus, this paper analyzes the house by Sen s capabilities approach. This approach is relevant for considering important sociological factors in overcoming the condition of economic and social deprivation of citizens. The survey consists in measuring the housing deficit with the use of Census data 2010 IBGE. The paper constitutes an effort to delineate the satisfaction and access to city residents of Rio de Janeiro who have been benefited from the Minha Casa Minha Vida program. This paper highlights the importance of access to the city and housing for the expansion of freedoms and the development of the country.
