This study aims to describe the cognitive and critical forms of interaction from collective human rights in the face of allegations of violations, suffered by slum residents, caused by the repressive state forces in Complexo do Alemão, particularly in 2007 and 2010, as well as some of their developments in 2011 and 2012, in the State of Rio de Janeiro, in an attempt to build the public problem. In this context, will be noticed perceptions, organization and strategies of collective human rights, formed by residents, victims, relatives of victims, social movements, human rights commission of the OAB, the Legislature, the Public Defender and NGOs on violations arising from practices of abuse of the State Forces of Repression. Will be particularly analysed in 2007 the performance of the Police with the National Security Force and in 2010 the activities of the Police with the Army, as well as some of its developments in 2011 and 2012 with the military occupation by the Army and Pacifying Police Units respectively. The research embodied in explaining how they move the actors involved in the allegations of human rights violations and how they build their critical operations (BOLTANSKI, 2000). Will be unveiled the effort and degree of publicity of these complaints, when reported by victims and relatives of victims slum, reverberated by the collective human rights. Thus, the discussions will be described from the “shape – case” (CLAVERIE, 1998), through the effort of processing a case in a cause, the profusion of shares and mobilization of these actors devices. In this light, it will verify the combination of actions, from both residents of area socio-economic segregation - victims - complainants of rape, as the collective human rights - violations whistleblowers receptors, articulated to support the effort increase in complaints to the category of public problem (GUSFIELD, 1981), which should be entered on the public agenda and dealt with public policy. Understanding the process of publicizing human rights violations, arising from the practicies of the State Forces of Repression in the Complexo do Alemão, in 2007 and 2010, both considered landmark cases, as well as its development in 2011 and 2012, allow a finding that shows the difficulty to give a voice to those excluded from the slum (MACHADO, 2008), and visibility to their complaints, as it is an escalation from “common humanity” (FREIRE, 2010). Accordingly, this paper will offer a chance to contribute to a broader perception of the construction of the public space in the State of Rio de Janeiro.
