Taking the favelas (slums) of Rio de Janeiro as a privileged field analysis this dissertation seeks to bring to the center of discussion the form from which the inhabitants of these territories experience and outsource their perception of injustice and deal with the frustration of his desires and aspirations when faced with the police action. It started from the observation of possible interference of a policing action - the Pacifying Police Units - into the local public sphere of Favela do Andaraí. It sought to understand how its residents acts give the current socio-political context of reconfiguration of state thinking concerning the work of public security in the city. What social representations residents organize to formulate a network of relationships among its members and how these representations establish specific goals and procedures to interpret and think everyday reality. And to what extent the government action interferes effectively to reconfigure the local public sphere. This are issues that have been addressed over the theoretical and empirical work. From a holistic approach that considered observe human facts as wholes, we adopted a reflective attitude on the subject of study and subjects that build in their daily lives - in the course of the local public sphere. Thus, along with an extensive literature search were associated an exploratory field work and the application of a non-directive research tool to a set of residents, later collected the statements of the residents were treated according to the content analysis technique. It can be seen in the social representations of the residents the understanding that the ideological orders, political and economic that make up the state continue to look to the favelas as the space where the clutter and identify the cause of social problems faced by the entire city. Space so it needs to be reordered, pacified to end view of the city starting in marginal fractions. Finally, relating the current situation experienced in the occupied favelas with community policing concepts, it tries to understand to what extent the UPP may or may not contribute to the changes as expected in the favelas policing actions.
