The work engaged in outsourcing of municipal management of outpatient mental health units in the second, third and fourth districts of the municipality of Duque de Caxias, in Rio de Janeiro, in the form of social organization, from 2009 to 2012. The first milestone relates to signing the partnership between the Municipal Health Duque de Caxias (SMSDC) and a Civil Society Organization of Public Interest (OSCIP). The final milestone refers to the unilateral termination of the Partnership with the institute by the SMSDC. The general objective is to characterize the outsourcing process in mental health clinics in the municipality of Duque de Caxias in the period in the form of OSCIP. Specific Objectives: To describe the circumstances of the deployment process of outsourcing the management of mental health units in Duque de Caxias in the form of OSCIP; analyze the participation of OSCIP in mental health clinics in the municipality of Duque de Caxias in the districts of interest in the study, to discuss the implications of the outsourcing policy for Mental Health in Duque de Caxias model. It is quantitative and qualitative descriptive approach. The primary sources are constituted of decrees, laws, ordinances, resolutions, documents, minutes and reports management OSCIP and Mental Health program Duque de Caxias, minutes of the Board of the Municipal de Caxias and minutes of National Conferences and Municipal Health and Mental Health. For the process of data analysis was used to analyze documentary and statistical analysis. Quantitative data were tabulated and analyzed using simple statistics and presented in the form of tables and graphs from data TABNET, DATASUS, reports OSCIP and Mental Health Program of Duque de Caxias, in particular outsourced units of the 2nd, 3rd and 4th districts of the city. The results showed that although the partnership between the institution and outsourced Municipal Health which provided increased production of consultations in Mental Health , reaching a minimum of 75 % estimated for psychiatrists and psychologists consultations resulted in no significant decrease in the rate of psychiatric hospitalization during the study period , which increased from 1.19 % of total admissions in 2009 to 0.77 % of the total in 2012 , showing an increase up to 1.26 % in 2010 . This may be due to the outsourced management model may not be appropriate to the complexity of the management of patients with mental disorders , where the involvement and training of the professional relationship based on patient participation and the construction of your treatment plan with the participation of the family, differences in the quality of mental health care are aspects . The management model adopted by Caxias Units studied showed no correlation in the effective reduction in psychiatric hospitalization of patients residing in Duque de Caxias.
