This dissertation analyzes the practices, the discourses and fundamentally the perceptions about Brazil and China s development cooperation in Guinea-Bissau in various fields, since the independence of this african country to the present days. These discourses and practices are, in this work, invariably treated as foreign policy products of these two emerging powers, based on the assumption that international development cooperation is an area of States foreign policy. Through an analytical look, this work proposed to study critically and comparatively the development cooperation policies of the two countries with Guinea-Bissau. This work is not restricted to a specific field of international development cooperation in Guinea-Bissau. We tried to capture the cooperation practices of these two countries in this Portuguese-speaking country in practically all fields, and on this basis that the results were produced from essentially the perceptions and readings of governmental actors and guinean civil society about the place of Guinea-Bissau in Brazil and China s development cooperation policy. The main result that we got is that Guinea-Bissau sees China as a more agile partner than Brazil, but brazilian cooperation produces more learning in comparison to chinese cooperation. This work resulted from a field research conducted in Guinea-Bissau from 18th august to 23rd september 2014. The qualitative method (analysis of official documents, review of the specialized literature) was used for the production of this work and interviews, which were conducted during field study in Guinea-Bissau, were the main mechanism to generate the data.
