This paper is the broadest and most recent study on the investment policy of the Government of the State of Ceará, a leading national subnational federative entity since 2016. It addresses a context of public investments associated with the fiscal situation of the Government in question, from two fundamental reflections. The first is about the management of public accounts, which includes variables flow and stock, revenue, expenditure and indebtedness, so that one can infer about sustainability, that is, the robust and resilient continuity of the conduct of public investments. The second is about the need to promote a practice of evaluating public policies aimed at investments, to be conducted ex ante, during and ex post the investment itself, which suggests that the isolated impacts of these investments on socioeconomic indicators be measured throughout of time.
