The disciplinary apparatus of Higher Education Institutions (IES, abbreviation in Portuguese) plays a pivotal role in the quality of public service by ensuring compliance with legal norms and the effective handling of disciplinary proceedings. In this context, the objective of this study was to define a method for analyzing disciplinary administrative proceedings (PADs, abbreviation in Portuguese) within a Federal Institution of Higher Education (IFES, abbreviation in Portuguese), focusing on the efficiency of compliance with statutory deadlines. The study sought to understand and optimize disciplinary procedures within the IFES, aiming for efficiency and quality of public services delivered. The methodology used was bibliographical and documentary research, using secondary data. A qualitative and exploratory approach was also adopted, using a non-probabilistic and intentional sample. The method was built in five stages: mapping of internal workflows, analysis of applicable legislation, diagnosis of the management of PADs, comparison between normative provisions and institutional practices, and the formulation of a method grounded in efficiency indicators. The proposed method integrates quantitative variables, such as average processing time, and qualitative ones, such as legal compliance, to improve disciplinary management. Results revealed that fewer than half of the PADs are completed within the legal deadlines, highlighting the moroseness caused by the lack of standardization, overload of the commissions and frequent reappointments. It can therefore be concluded that the adoption of computerized systems and the training of commissions are essential to guarantee transparency, efficiency and alignment with the principles of public administration, strengthening trust in institutional management.
