This dissertation aims to examine whether there is an abiding and reframing of the favelado/slum stigma in the housing complexes within the city of Fortaleza from the speech of the technical agents and in the activities of the Fortaleza Foundation and Housing - HABITAFOR. It has been theoretically supported by analysis of the concept of "stigma" by Goffman, which can be identified in the reports of social workers about the residents, in which it realizes the vision of slum as a place of disorder that continues in the housing complexes. Methodologically, we opted for a qualitative study in this research, from the perspectives far and outside and near and inside, as defined by Magnani. Semi-structured interviews were developed with the staff of the institution, as well as recordings of observations in field diary. The research has shown that the stigma of favelado/slum remains and keeps reproducing inside the housing complexes of HABITAFOR.
