The seizure of the historic site listed in the city of Sobral by its community is not easy to assimilate. The few built material testimonies that persevered during these 247 years since the elevation to the condition of a village, in the 18th century, do not help today to reinforce the image of a preserved building set, recognized by both residents and public agents, tourists, visitors and entrepreneurs. The layout of its tipping and surrounding polygonal lines operates more in order to protect certain buildings of local importance that do not constitute an integral architectural ensemble either. The population has an understanding of the concept of monument on specific buildings, but this concerns more properties that are configured as urban and historical landmarks. With the historic site listed by IPHAN in 1999, large investments were made, planned and executed for Sobral, by the municipal government, to requalify, protect and enhance the city's built cultural heritage – actions that built a modern image for the collection of buildings. Therefore, it is intended to discuss here the values attributed to the historic site and the criticism surrounding the polygonals' outline of the conceived listings and surroundings, even in spite of the lack of legibility regarding this group of buildings by its residents, which continues to show its historical condition. Through interviews with the people mainly involved in the process of protecting the historic site, as well as studying the listing instructions and relevant legislation, this study analyzes the methodological instruments of listing that were used, highlighting the differentiated and singular characteristics of the historic site of Sobral. In a similar way, local and federal management of the urban complex is examined since it was listed. Based on the practices, appropriations and experiences of public and private protagonists in the city of Sobral, the motivations, political circumstances and methodological concept used to list the historic site as a national monument are analyzed, as well as the consequences resulting from this act on public management and its community
