Resumo: Unpaved roads correspond to about 88% of the Brazilian road network. The inadequate use of Pavement Management in improving the procedures for maintenance of unpaved roads uncovers financial losses and poor quality of the rolling surface. In most cases, this is due to inadequate intervention processes, reflecting the costs associated with transport operations and user safety. Based on this issue, Santana (2006) proposed alternatives to enable the proper sizing of work teams, and inputs to be arranged in the most recurring maintenance services on unpaved roads, taking into account the costs involved in each intervention, allowing a satisfactory application. by the manager. Finally, after budgeting, the Unit Costs of the two proposals were compared, based on the monetary update of Santana's (2006) proposal, through the General Market Price Index (IGP-M). It was concluded that the implementation of the new SICRO caused changes in the cost composition of maintenance services on unpaved roads, treated in this work, making the final costs, in some cases, more expensive, in others, cheaper.

O emprego inadequado da Gerência de Pavimentos no melhoramento dos procedimentos de manutenção de rodovias não pavimentadas pode desencadear perdas financeiras e má qualidade da superfície de rolamento. Em grande parte dos casos, isso ocorre devido a processos de intervenção inadequados, refletindo nos custos associados às operações de transportes e à segurança dos usuários. Baseado nessa questão, Santana (2006) propôs alternativas para possibilitar o dimensionamento adequado de equipes de trabalho, e insumos a serem dispostos nos serviços de manutenção mais recorrentes em estradas não pavimentadas, levando em conta os custos envolvidos em cada intervenção, visando permitir uma aplicação satisfatória por parte do gestor. A proposta, em discussão, baseou-se no Sistema de Custos Referenciais de Obras 2 (SICRO 2), do Departamento Nacional de Infraestrutura de Transportes (DNIT), vigente à época. Contudo, com o advento do novo SICRO, no primeiro semestre de 2017, vem à tona a necessidade do aprimoramento do método. Para tanto, foram observados diversos estudos acerca de estradas não pavimentadas, seus defeitos recorrentes, estratégias de manutenção e aplicações da Gerência de Pavimentos nessas vias. Ademais, foram tratadas as inovações do novo SICRO, visando estabelecer o método de composição de custos a ser utilizado neste trabalho. Por fim, após a elaboração dos orçamentos, os Custos Unitários das duas propostas foram comparados, a partir da atualização monetária da proposta de Santana (2006), através do Índice Geral de Preços do Mercado (IGP-M).
