Treats the dissertation of the new horizons to the practice of citizenship and of democracy unveiled by the advent of the new information technologies, like the Internet, considering the information as basic premise for the technological equality and the effective political participation and as referentials the reflections of Paulo Bonavides, Alvin Toffler, Norberto Bobbio, Norbert Wiener and Jürgen Habermas about the informacional paradigm of the modern society. There are boarded in the work the econornical, social, political and cultural transformations that define the Information Society, the historical development of the citizenship concept, the legitimacy crisis of the representative governments, the new helpful and government demands objected to the State and the content of the right to the information, forth generation basic right. Concludes for the necessity of critical politics of digital inclusion, for the recognition of the state-owned duty of supplying informations and building technological mechanisms that promote bigger citzen participation and the importance of the right to the information to the rebuilding of the State and to the reaffirmation of the contemporary citizenship and democracy.
