Resumo: The objective of this thesis is to analyze the advances and setbacks faced by the NGOs in the construction of a prevention agenda for the confrontation of Hiv/Aids in Brazil, from the capital crisis, period 2009-2019. To achieve the objective, we carry out a documentary research, developing documentary analysis and participant observation. The method chosen as a theoretical reference corresponded to dialectical materialism. For the data analysis we usd thematic analysis type content analysis. The advent of Hiv/Aids became part of a globalized neoliberal agenda, becoming a powerful market, however with the presence of the 2008/2009 structural capital crisis, its effects began to be felt from 2011 on and worsening As it is considered a chronic disease by the World Health Organization, this has served to justify that Hiv/Aids is no longer considered an emergency, being in this way, it encourages governments to allocate resources to other areas, which effectively has a negative impact on the financing of the activities carried out by NGOs in the area of prevention. We identify financial and political barriers within the temporal cutoff that really indicate a setback in the Brazilian Aids Policy. We found that combined prevention has become the largest prevention tool used from 2017 to date, being controversial due to the emphasis on biomedicalization of it, and the little interaction with the behavioral and structural components, which This is evidenced by the little participation and support received by Hiv/Aids NGOs. Despite the gloomy scenario and uncertainty in times of eminently financial accumulation, the Hiv/Aids NGO movement continues to be widely critical, regardless of the prevailing political ideology, cohesive and with a long history in the achievement and promotion of rights. With this thesis, it was found that NGOs suffered a reflux in access to public financing, altering their action agenda in the field of Hiv/Aids prevention.
